The web host creates a reseller hosting account for the reseller including how much space and bandwidth they have to resell. The reseller then finds customers looking for web hosting and resells the hosting packages to them. The reseller also provides support for their customers. The web hosting company provides hardware, maintenance, server software and basically making sure the server is online. It is fairly inexpensive to sign up for reseller web hosting and a good way to start a business. Then the reseller owns their own business and can expand as quickly as they want, and include more services such as web design, consulting services, etc.
